I was a bit tired of the whole LSPD theme at some point. And many people will agree when I say that GTA: Vice City was one of the best GTA games ever released. The atmosphere, the 80s, the story, the characters, everything was awesome. So I wanted to get a bit of that feeling back in my game, and worked on making a VCPD Skin pack, but also with Florida license plates for both civilian and police cars, to get more immersed while I was playing.
This download contains:
- 4 skins for the Vapid Stanier 1st Gen
- 4 skins for the Willard Marbelle
- 4 skins for the Declasse Merit
- 1 skin for the Police Transport
- 1 skin for the Police Bike
- 1 skin for the Police Maverick
- All license plates replaced with Florida license plates.
Links to the models used are provided in the download in a .txt file. The license plates are provided under the format of a vehshare.ytd file. If you already have a modified vehshare.ytd file, fear not, I'll release the license plates as dev parts so you can just get them there and install them manually.

What would I have to do to use them as Country Police only, not in Los Santos?
Oh, wait. So I have to open png files in draw program and export to dds and then import to the correct ytd file?

@ParkYongLee What? Those are skins, if you want to use them as country police you install them on the cars that they are dedicated for, but prior to that you just install those dedicated cars in the Sheriff slots. Why would you need to export anything, I don't get it.
@Hystery I have never done editing skins. And here are .png files, I only know about using TextureTool but for that the .png needs to be exported to .dds then don't I need to open a ytd file from the (linked) models and import the dds?
Or is there some other tool that imports png nowadays?
The skins are ready to use, all skins are under .png format, and you can import them with OpenIV since... literally since OpenIV was released. Just install the cars in the slots you want, once installed open the .ytd files of the model and replace/import the skins with mines, and it's done.
Ah, ok, good to know. Damn, I had to google how to install skins and the only things that came up were with TextureTool, no word about OpenIV can import picture files (so OpenIV creates the mipmaps itself then?)

@ParkYongLee Yes, OpenIV does create the mipmaps itself, but you can also configure it yourself if you wish to do so. Once you're in the .ytd file of a model, with all the model textures, you can double click on a texture to change it.
You should use the Willard as a Vice City police car. Now all we need is a HQ map of Vice City with traffic and pedestrians. Cool!
@krashadam I'm already working on an police version of the willard (I'm the creator of the police marbelle model used in the pack by the way)
@11john11 Cool! Any plans for a much older car as a police car? Like a Peyote or a Tornado?

@sitting_pretty Because I didn't write any. It's skin installation, it's like the basics of modding along with car mod installation. If you don't know how to do it, I suggest you look at tutorials on Youtube
I know HOW to do it, just not where the files go. Ive checked all the X64's there's nothing there. Bear in mind quite a few people on this site are new to modding, i figured it'd be fucking useful just to say 'oh yeah these go into the ytd inside x64___. Don't get snippy with the people who essentially control how popular and liked you are on the site- your customers,
@sitting_pretty I don't have to say that because skins go where YOU installed the .ytd files of the model you're using. It depends on people, so I can't tell them. I'm not here for popularity or to get likes, I'm here to share what I made with people who could enjoy it, I'm not here to explain people how to mod their games, if they are smart enough they are looking at guides and tutorials on the internet at the very moment.
