When using the NON ELS Version make sure the 99international.XML is not present in the els folder if it makes any difference if it don't then you shouldn't have to worry about deleting the XML
Installation Instructions
Drag and drop 99international into mods\update\x64\dlcpacks...
Go to mods/update/update.rpf/common/data and right click on dlclist.xml and edit and add the following lines dlcpacks:/99international/
