Wangs are indeed present in the game. You can spawn bodyguards with Bodyguard Mod then change their clothes and one of the items is a penis - I believe they were present in the 360/PS3 version with the Altruists being randomly bottomless, the "enhanced" version of GTAV still has the penis models but they are programmed not to spawn in game anymore. And Trevor gets his johnson out in a cutscene, you can still see the bottom of his sack if you look closely, also you can change Trevors skin to be completely naked with some trainers.
