(For Menyoo)
To Install Place .xml files in c:/Programfiles/Rockstar Games/Menyoostuff/Outfits
In game open menyoo hover to player options/wardrobe/outfits you should then see the name of this character.
(For Skin Control)
To Install you could either place the skin control.ini to where your game is installed or open the skin control.ini with notepad to copy the saved characters and paste it on to your skin control.ini along with your saved characters if you made skins of your own and do not want to replace or loose your customized skins then save it after very simple, you must also own skin Control in order for you to load the characters.

I can get you a very good quality 3D model in .fbx format or .bip bones rigged character if you can insert it in GTA V

@Rose_Evolucion I have no problem doing it....and you can mention me in credits if you feel this way....it will be fun for GTA V players and for us to see stuff in RAGE engine.

@Furno1988 A ped version would be much harder i'd have to do a tons of importing and exporting along with working my ways with it's yft file to make sure nothing bad turns up but i'll work on that one day
