Replace gtr_sign_1 in gtr.ytd of NIMA's GTR

Add "FLAG_HAS_LIVERY" in vehicles.meta in flags section at
C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\update\x64\dlcpacks\gtr\dlc.rpf\data
