New LSPD Textures for 1999 CVPI and Impala

This adds new LSPD textures to the 1999 CVPI and Impala. It adds a yellow stripe along the doors of the cars, saying "Police" and "Los Santos" in addition to ID numbers. These are completely custom and I don't think resemble any real life cars. I just think they look neat.
