- Place the extracted file in your game's root directory (where you have installed GTAV);

best mod name by far
since the latest SHV update (for GTA v1.0.3337.0), pressing the ~ (tilde) cheat console key, causes the game to remain slow, without any chance of returning to normal speed or even just opening/seeing the cheat console.
