This is a Yakuza girl. Or at least a girl dressed in Yakuza style.
To use this ped, you need to install this:
https://it.gta5-mods.com/player/mai-shiranui-king-of-fighter
If you want to add this ped, you can name it as you want replacing the original .ytd file with the one in this mod. In my case to add peds, I use Albo1125's Modding DLC Pack.
But you can also replace, all you need to do is written in the Readme.
